Wash the dill and chives, shake dry. Finely chop the flags and cut the chives into fine rolls. Mix cream cheese, herbs and lemon juice, season with pepper.
Wash and clean the cucumber and cut it into "spaghetti" with a spiral slicer. Peel onion and cut into fine rings. Rinse and drain onion sprouts. Rinse matjes, dab dry. Cut trout and matjes into pieces. Prepare 24 blini according to the instructions on the packet.
Spread Blini with cream cheese cream. Cover each 1⁄3 with onion rings and matie, 1⁄3 with cucumber and crab and 1⁄3 with sprouts and trout. Cut cress from the bed and garnish the blini with it.
