Wash the potatoes and cook in boiling water for about 20 minutes. Peel and let cool. Wash and clean tomatoes and zucchini. Drain the mozzarella.
Cut vegetables and mozzarella into slices and arrange in a circle on a plate. Wash chives, dab dry and cut into fine rings. Mix vinegar, salt, pepper, chives and oil. Pour vinaigrette over the salad
