Wash the potatoes, boil them and peel them while still hot. Wash leek and cut into rings. Mix quark with skim milk, salt and pepper. Cut chives into small rolls. Cut potatoes into slices. Fry in hot oil for about 10 minutes.
Add the leek and fry for 10 minutes. Season with salt and pepper. Arrange aspic, fried potatoes and quark dip on a plate. Sprinkle with chives. Garnish with tomato wedges and parsley
