Fry the flour in hot fat until light yellow. Gradually stir in vegetable water, milk and cream. Bring to the boil and simmer for about 5 minutes. Season to taste with salt and pepper. Add parsley. Heat the carrots in the sauce. Arrange everything. Boiled potatoes go well with it
