Put rice in boiling salted water and simmer for about 15 minutes. In the meantime peel onion and cut into slices. Clean, wash and cut the bell peppers into pieces. Wash meat thoroughly, dab dry with kitchen paper and cut into cubes.
Wash the rosemary, dab dry, pluck the needles from the stems and chop finely. Put onion slices, paprika and meat on 8 skewers. Heat the oil in a pan and fry the skewers for about 10 minutes, turning them over.
Season with salt, pepper and paprika. Arrange the rice and two skewers each sprinkled with rosemary on a plate. Garnish with rosemary as desired.
