Peel onion and garlic, dice onion and finely chop garlic. Heat the oil in a pot and fry the onion in it until golden. Add the garlic and fry. Add the minced meat and fry while stirring occasionally.
Stir in tomato paste and add the tomatoes. Add the herbs. Cover and simmer for about 20 minutes. Season with salt and pepper. Meanwhile cook macaroni in boiling salted water for about 8 minutes.
Pour off, quench and drain. Place the macaroni and sauce in a roasting pan (20x32 cm; approx. 2 1/4 litres capacity), finish with sauce. Coarsely grate the cheese, spread on the casserole and sprinkle with the cream.
Bake in the preheated oven (electric oven: 200 °C/ gas: level 3) for 25-30 minutes. Garnish with herbs.
