Drain the tangerines, collecting the juice. Pour milk into a tall mixing bowl. Add cream powder and stir briefly. Then beat for about 3 minutes until creamy. Crumble the lady fingers.
Mix 2 tablespoons of mandarin juice and orange liqueur. Soak the lady fingers with the juice-liqueur mixture. Layer with the mandarins and lemon cream in four dessert glasses. Decorate with lemon balm leaves if desired.
