Bring 3-4 l salted water (1 teaspoon salt per litre) to the boil. Peel onion and garlic and dice very finely. Heat the oil in a pan. Stir-fry the minced meat for 5-8 minutes until crumbly. Add onion and garlic, fry for about 2 minutes more.
Cook the pasta in boiling salted water according to the instructions on the packet. Add tomato paste to the minced meat and sauté briefly. Dust with flour and sauté. Add cream and 200 ml pasta cooking water and bring to the boil.
Simmer for 2-3 minutes. Season to taste with salt, pepper, sugar and paprika. If the sauce has boiled down too much, stir in some more pasta water.
Wash parsley and shake dry, pluck off leaves and chop finely. Grate cheese coarsely. Drain the pasta, let it drain well and mix with the minced sauce. Serve sprinkled with parsley and parmesan.
