Cook the pasta in boiling salted water for ten minutes and drain. Clean, wash and cut the cabbage into large pieces. Peel and finely chop the onion. Heat oil in a pan.
Sauté onion in it, add minced meat and fry. Season with salt and pepper and take out. Sauté cabbage in frying fat. Chop the tomatoes in the tin, add to the cabbage and cook over medium heat for ten minutes.
Add minced meat and noodles and heat up as well. Season to taste with salt, pepper and paprika. Wash the chives, cut into fine rolls and sprinkle over the minced meat.
