Take Mini Windy`s out of the package and defrost. Cut baking paper into 4 strips (20 x 35 cm). Stretch 1 strip of baking paper on the rim of a pot or bowl. Melt 2 tablespoons of sugar in a frying pan until it is golden yellow.
Using a tablespoon, drizzle the caramel over the baking parchment in a grid pattern. Let it dry for 5 minutes until the caramel is firm. Repeat the process 3 times. For the angel's hair, also melt 2 tablespoons of sugar each until golden yellow and pull threads out of the caramel with a fork.
Place the threads on a baking paper. Sort raspberries. Arrange 4 Mini Windy`s and some raspberries on a caramel grid. Put angel hair on top and dust with icing sugar.
