Quarter the peppers and clean them. Wash the bell peppers, dab dry and cut into fine cubes. Clean spring onion and cut into fine rings. Knead potato pancake dough, paprika, spring onion and egg. Season with salt, pepper and nutmeg.
Heat 1 tablespoon of oil in 2 large pans. Fry the potato pancake mixture in one pan and the sausages in the other for about 5 minutes, turning them over. Fill the potato pancake mixture into a greased, large ovenproof dish and spread evenly. Spread the sausages on the mixture and bake in a preheated oven (electric cooker: 200 °C/ convection oven: 175 °C/ gas: level 3) for approx. 20 minutes. Garnish with parsley if desired and serve immediately
