Peel and finely dice the onions. Mix minced meat, onions, egg, 3 tsp. peppercorns and breadcrumbs and season with salt. Form 8 minced steaks. Put rice into boiling salted water and let it swell covered over low heat for about 20 minutes.
In the meantime heat 3 tablespoons of oil in a grill pan. Fry the steaks for 3-4 minutes on each side. In the meantime, clean, peel and coarsely grate the beetroot and carrots. Mix vinegar, salt, pepper and sugar.
Fold in the remaining oil. Mix with the raw vegetables. Take the steaks out and keep warm. Deglaze frying oil with cream and let it boil down a little. Stir in remaining peppercorns and season with salt and pepper.
Drain the rice and let it drain. Serve steaks, rice and raw vegetables garnished with a salad leaf and parsley.
