Dab the meat dry, if necessary dice it smaller and fry it in portions in hot oil until it is firm. Peel the onions. Clean and wash the peppers. Dice everything finely and fry briefly. Season with salt, pepper and sweet paprika
Add the tomato paste and flour and sauté briefly. Stir in 1 1/2 l water and stock, bring to the boil. Simmer covered for about 1 1/2 hours. Season with salt, pepper, sweet paprika and 1 pinch of sugar. Arrange in cups and garnish
