Prepare rice in boiling salted water according to package instructions. In the meantime, heat the oil in a large pan or wok and fry the minced meat for about 8 minutes. Season with salt, pepper and chilli.
Add frozen vegetables and heat for 4-5 minutes, stirring occasionally. Stir in 3-4 tbsp. chilli sauce, season with soy sauce. Drain rice, arrange with the vegetable mince pan and sprinkle with chili flakes.
Add the rest of the chilli sauce.
