Prepare rice in boiling salted water according to package instructions. Remove the crusts from white bread and soak in cold water. Peel 1 onion and garlic and dice very finely. Wash thyme, dab dry, remove leaves and chop finely.
Knead minced meat, onion, garlic, approx. 1 teaspoon salt, 1/2 teaspoon pepper, cumin, egg, crushed bread and thyme. Form approx. 18 rolls from the minced mass with wet hands. Heat 2 tablespoons of olive oil in a large frying pan, fry the minced meat rolls in it over medium heat for about 8 minutes, turning them over.
Meanwhile peel and finely chop 1 onion. Wash, clean and chop the tomatoes. Heat 2 tablespoons of oil in a saucepan and sauté the onion. Add tomato paste and sauté briefly. Add tomatoes and stock.
Season with salt, pepper and a little chili. Bring to the boil and simmer at medium heat for about 8 minutes. In the meantime wash parsley, dab dry and remove leaves. Cut the parsley leaves finely.
Mix rice with 1/2 tablespoon of oil and parsley. Season tomato sauce again with salt, pepper and chili. Arrange minced meat rolls and tomato sauce on plates. Garnish with thyme. Add herb rice.
